Create the shortlists folder if you do not have it. Once you have done them you will only then need to import them into your game.
Shortlist Pack for v8.0.2 contains:
-10_802 - with 11 U21 players from FM08, who have a Random PA of -10
& *List of players! -9_802 - with 234 U21 players from FM08, who have a Random PA of -9
& *List of players! -9_802 - with 9 players, aged 22 or above, from FM08, who have a Random PA of -9
& *List of players! Fixed_802 - with 91 U21 players from FM08, who have a Fixed PA, between 170 and 200
& *List of players! *List of Players - Images of the lists of players you can find in the pack.

here. I hope it will give you the information you need.
Another important thing is, that you will be able to locate all of these players in your game, only if you will play with a huge database, or if you will get a bit lucky. To find instructions about how to be able to have a Huge database mod on FM08,
