Gots to recomend Pat McCourt from Derry City, he starts off with Dribbling at 18, pace and acceleration at 16 and a couple of other decent winger attributes... plus he costs 80k and no need for a WP he's from Northern Ireland :)

Also, Gustav Holmes of Frederikstad has a load of decent technical attributes dribbling, free kicks and technique start at 20 but he has terrible physical stats.

danny haynes from ipswitch is also a great player..though he needs a season or two..he scored 67 goals in just 36 games for my Lincoln side which got me promoted..the next season they didn't want to give him on loan because he was already a 1st team player..great talent for lower leagues..
