On the same line as the botswana thread below, try loading all players from estonia.

There are some very decent players in the leages and you can get most of them for under 20k and they dont need a work permit.

Look at either of the Puri brothers (sander or eino) or Kalmar Saag for starters. Bought all 3 in my QPR game and after a season were getting intrest from major prem sides and spanish league sides. It also seems that a lot of players in the U19's squad have very good potential.

Kalmar Saag, Eino Puri are both good youth players, and come on to be very good.

Depending on if you go to full database, then look for Sander Puri and Maximo mattor.
