Hey, i'm playing with Chelsea (First Season)
and I need some new players.
Second Goalkeeper - budget up to 10M $
Defansive Middfilder (to replae makelala) - budget up to 15-20M $
Striker - budget upp to 15M $

Trezeguet is a good striker,guessing he'd play well alongside Drogba. He cost me 16M and 15% of next sale clause, so a little outside your price range :P
For a defensive midfielder i'd go with poulsen (can't remember his first name nor club; just search it and you'll find him) or tymoshuk (sp?) from zenit st petersburg, both cost around 10-12m.
Not sure about a keeper, you could try Ben Foster from Man Utd, not sure if they'd sell him to Chelsea and he's injured for most of the first season. After the 2nd season he's amazing though and might give Cech a run for his money.

second goalkeeper:
Francisco Guillermo Ochoa (around 2.5m-5m)
defensive midfielder:
Lucas (liverpool) this kid is amazin and might cost a bit but should be able to get him with your budget as i got him for man utd for 14.5m but that was in second season when his price has gone up
Striker:
try Micheal Owen usualy they accept a bid round 9m which is a complete bargain if u ask me
or try martins which can be gotten for roughly 12.5m
if u can wait i would suggest once it gets to either december 31st or january 1st and go to player search then filter then contract status and expiring and u can get some class players for nuthin due to ya bein able to offer contracts to them and then they will just join ya club once their contract runs out which is usualy end of season |

If you wanna save money try mauro Zarate up front, he is an absoulte legend wil only cost ya 4m and he wont stop scoring, trust me.
