Is there anyway to increase these? Or do they just increase/decrease naturally as they get older

Scouts actually have a potiental just like players, some have a random minus number (e.g. -9) and some have set potiental, you can check it all in the data editor :)

Though most do improve (especially scouts) by just doing thier job, i kept scouting players twice with my scout to get the strengths/weaknesses and an estimated transfer value and eventually my scout started doing it first try!
