I am hoping to set up an All-Ireland league and an All-Ireland natonal team. I assume this requires deletion of the NI competitions and nation and changing the nationality of NI players to Irish. I don't know how to do this, however, and I hope someone can help me with this. Do I need knowledge of programming and to download programs? I would be happy to learn anyhing I need to know.

The best you can hope for, I'm afraid, is to move whichever IFA teams you want into the LoI, and replace them with non-league IFA teams, so that the number of teams in the division stays the same. Then you'll have to adjust the number of teams in the LoI, shifting them about to accomodate our northern chums.

For the national team, you'll have to change about 50 or so of the most prominent NI players to RoI. You'll have to leave some players as NI, or the game will get a bit buggy.

FM isn't coded in such a way that the nations and competitions are easily and fluidly editable. This is either because SI don't realise what a fantastic feature this would be, or indeed they do realise how fantastic it would be and don't want to risk having the fans edit to their hearts content and not being able to simply release a marginally different game every year albeit with the fantastic database updates.
