Kevin Larsen would be a decent buy if you can prise him out for under 1 million.

Higuan is available to loan at the beginning of the 7.02 patch from Real Madrid, I would recommend Guardado, Eduardo, Nsue, Corluka and Ruben Castro. All should be available for your budget.
What positions are you looking at ?

being a Reading fan, i normally sell sonko to celtic/rangers for about 2 mill. gives u more a more resonable budget. also u may want to sell shorey and get in some one like baines or try to get wayne bridge in on loan.
for more flexibility u could also sell sidwell (as fulham, charlton, and bolton always seem to be after him) and you could loan out a player like denilson from arsenal or lassana diarra from chelsea. The Reading team isnt actually that bad at the start of the game anyway, its just making plans for the future (ie: replacing murty, glen little, gunnarson) and getting in some young decent players.

You've gota replace sidwell coz he never signs a new contract. look at the guy they just signed in real life, Khalifa Cisse or Digard, T.Sivok. Get in Cardenas, he can start straight away, aswelll as Guardado (2.4m). Make sure you give Shorey a new contract early or he'll leave at the end of the season. Others to look at:
-Mensah
-Faty
-Anthony Griffith (Doncaster)
-Ashley Chambers (Leicester)
erm ...
yeh keep as many of the current team as you can tho, jus look for competition at the back and someone to replace hannemann in a couple of years
