This is simple, so forgive me for the short post.
Make this the first thing you do.
Requirements:
Club with Squad Rep higher than Valencia, or slightly under (basically world class team)
More than £24 million transfer budget
Ability to pay the guy £50,000-£60,000p/w.
When you start the season, and you are in need of an absolutely explosive striker who is already good when you start, and gets better...
David Villa.
At the start of the season he has a minimum fee release clause of £24 million, and when you match that offer, you only need to offer him a contract worth around £50,000-£60,000p/w.
He definetly comes to Chelsea, and any other clubs that have more than £24m budget.

Kop Kings right, Villa has a 24m release fee on the original DB, and if i remember correctly on the first patch
