Default Are statistics absolute?

A question for you all - I don't know if anyone knows, or just wants to speculate, but I'm interested nonetheless... (it may have been raised before but I couldn't find it):

Are player stats absolute or relative? i.e. Is a player with heading of 20, for example, who is worth £20m and plays for England, better at heading than a player with heading 20, who is worth £5k and plays for a non-league side?

I seem to remember reading a while back that the player stats were relative to the overall quality of the player (something that is hard to judge as it isn't just value that governs it), so you have to make your own judgement about whether two players with equal stats have equal abilities, but this seems a bit silly. That said, you do sometimes see players in lower leagues with great stats who clearly aren't as good as the average players in your Premiership / Serie A etc squad.

So what do we all reckon? Does anyone actually know?!
