But yes, I agree (about the missing first part); The Premiership is the best league. The players must definitely have several qualities to make it in PL. It's not certain that good players in Priméra División are doing well in PL (Hi, Morientes/García/González!), but most of the PL-players who move to Priméra are doing just fine (like Nistelrooy, Henry etc).
