I think a poll was a good idea, but I think undoubtedly it should be used as a plus point, not as a final decision, in my opinion the current admin should appoint two people even if it's someone who didn't finish in the top two.

This is also the case. But the members on who you can vote are all members of which we think are good moderator material. If we didn't think they were good mods they wouldnt be on the list in the first place.
So whoever wins is in our eyes a good mod. But still, if something happends that will change our view about that member, actions can always be taken.
